Reason for SGM
On the 2nd of May 2024, the management committee advised Mr Patrick Carroll that they had received several complaints against him. Mr Carroll was offered the opportunity to meet with the management committee to present his case in response to the complaints.

On the 8th of May 2024, Mr Carroll declined the offer to meet with the management committee.
|
On Tuesday the 2nd of July 2024 the management committee met to hear and consider the complaints against Mr Carroll.
|
On the 4th of July 2024, Mr Carroll was informed that his actions were considered to be of a very serious nature and that the management committee had made a unanimous decision to expel him from the CGC.
|

As per his rights as a member, Mr Carroll has appealed the management committee’s decision. In accordance with the club’s constitution, a member’s appeal against expulsion must be determined by the members at a general meeting. The SGM on 22 August has been called to hear the appeal.

- Ordinary members
- 9-hole members
PAYP members are not entitled to vote.

Members who are not financial by the close of business (6.00 pm) on Monday, the 19th of August are not entitled to vote.
As per the constitution, members must be in attendance to cast their votes.

The Voting Process
- On entering the golf club, members will sign the attendance book.
- Eligible members will be given a voting slip and any other information.
- No business other than the appeal and subsequent voting will be transacted at this meeting.

Voting will be by secret ballot.
|
- The management committee will be given an opportunity to present the reasons for the decision to expel Mr Carrol from the club.
- The appellant (Mr Carrol) will be given an opportunity to present reasons for the decision to be overturned.
|
For the appeal to be upheld (and for Mr Carroll’s membership to be reinstated), two-thirds of the eligible voting members present must vote in Mr Carroll’s favour.
|
Section 9 of the club’s constitution 9. Suspension/termination of membership a) The Management Committee shall have the power to reprimand, suspend, or expel any Member who, in The Club premises or elsewhere, is in the opinion of the Management Committee, guilty of conduct derogatory to the character of a gentleman or lady or prejudicial to the interests of The Club. A Member shall not be suspended from the privileges of membership under this rule for a period longer than six (6) months.

b) A Member shall not be dealt with by the Management Committee under this provision, except upon a charge or complaint made in writing to the Secretary.

i. Management Committee only shall deal with matters of termination; and
|
|
ii. Management Committee and/or relevant Sub Committee shall deal with matters of suspension or reprimand.
|
c) Any person so reprimanded, suspended, or expelled shall have the right of appeal within 28 days of receipt of written notice of reprimand, suspension, or expulsion to a Special General Meeting. Such written notice shall inform such person of this right of appeal under this rule. Such appeal shall be in writing signed by the appellant. Upon receipt by the Secretary of appeal a Special General Meeting shall be called by the Secretary in accordance with Rule 16, and the appellant shall be entitled to all Club privileges until such appeal is determined. Such appeal shall be deemed lost unless upheld by a two-thirds majority of the total of Life and Ordinary Members present to vote at the meeting. The appellant shall not be entitled to be represented by a Solicitor or Barrister or other agent. Forthwith after the expiration of the said 28 days if the person suspended or expelled has failed to appeal, or if his/her appeal has failed then immediately after the Special General Meeting, the person concerned shall lose all rights and privileges of The Club during the period of his suspension or expulsion, and the Secretary shall certify in writing to the Zone and District Golf Associations, and to the Queensland Golf Union, the name of the member suspended or expelled and the period of the suspension.
